These Terms of Service (“Terms”) govern access to and use of the TNPSC Examination Management System (“TNPSC EMS”, “the App”), provided by the Tamil Nadu Public Service Commission (“TNPSC”) and operated on its behalf by Smashwing Technologies Private Limited (“we”, “us”). By logging into or otherwise using TNPSC EMS, you agree to these Terms. If you do not agree, you must not use the App.

1. Purpose of the App

TNPSC EMS is an internal government platform used to plan and conduct TNPSC examinations — including candidate and hall allocation, attendance tracking, venue coordination, chief invigilator and staff assignment, and the secure tracking of examination material (question papers, answer sheets, trunk boxes, and OTL seals) from dispatch through to the examination centre.

2. Eligibility and account access

• Access to TNPSC EMS is restricted to individuals authorised by TNPSC or an affiliated District/Treasury/Venue office in connection with their official duties.
• You are responsible for keeping your login credentials confidential and for all activity that occurs under your account. Notify your reporting TNPSC office immediately if you suspect unauthorised access to your account.
• You must provide accurate information when using the App and keep it up to date.
• Accounts are role-specific; you must not use the App to access data or functionality outside the scope of your assigned role.

3. Acceptable use

When using TNPSC EMS, you agree that you will not:

• Access, alter, or disclose examination material, candidate data, or any other information in the App except as required for your official duties.
• Falsify, tamper with, or delay the recording of attendance, material scans, checklists, or any other examination record.
• Attempt to bypass, disable, or interfere with the App’s security features, including authentication, device-fingerprint checks, QR/OTL scanning, or audit logging.
• Share your account credentials with any other person, or use another person’s account.
• Use the App in any manner that could compromise the confidentiality, integrity, or fairness of a TNPSC examination.
• Introduce malicious code, attempt unauthorised access to our systems, or interfere with the App’s normal operation.

A breach of this section may result in suspension or termination of your access, and may be reported to TNPSC and, where applicable, to law-enforcement authorities, in addition to any other action available under TNPSC’s service rules.

4. Confidentiality of examination material

Given the sensitive nature of the App’s function, all information relating to question papers, answer sheets, candidate data, and examination logistics accessed through TNPSC EMS is confidential. You must not copy, photograph, extract, or share such information outside the App or with any unauthorised person, except as required by your official duties or applicable law.

5. Device permissions

Certain features of the App (for example, scanning QR/OTL codes on examination material, or logging vehicle location for material transport) require device permissions such as camera or location access. These permissions are used only for the specific operational purpose described in our Privacy Policy, and you may decline them, though doing so may prevent you from using the corresponding feature.

6. Intellectual property

The App, including its design, source code, and content (excluding data you submit), is owned by or licensed to TNPSC and Smashwing Technologies Private Limited. Nothing in these Terms grants you any right to copy, modify, distribute, or create derivative works from the App outside the scope of your authorised use.

7. Availability and changes to the App

We aim to keep TNPSC EMS available and reliable, but we do not guarantee uninterrupted or error-free operation. The App may be temporarily unavailable for maintenance, upgrades, or reasons outside our control. We may modify, add, or remove features of the App at any time.

8. Limitation of liability

To the fullest extent permitted by law, TNPSC and Smashwing Technologies Private Limited are not liable for any indirect, incidental, or consequential loss arising from your use of, or inability to use, the App, except where such liability cannot be excluded by law. Nothing in these Terms limits liability for fraud or for matters which cannot be excluded under applicable Indian law.

9. Suspension and termination

Your access to TNPSC EMS may be suspended or terminated at any time, without notice, if TNPSC or we reasonably believe you have breached these Terms, misused the App, or if your role or assignment with TNPSC changes such that access is no longer required.

10. Governing law

These Terms are governed by the laws of India. Any dispute arising out of or relating to these Terms or the App shall be subject to the exclusive jurisdiction of the courts at Chennai, Tamil Nadu.

11. Changes to these Terms

We may update these Terms from time to time. The “Effective date” at the top of this page indicates when it was last revised. Continued use of TNPSC EMS after a revision constitutes acceptance of the updated Terms.
